Together for Health: A Strategic Approach for the EU 2008-2013

Within the EU, member states have the main responsibility for health policy and provision of healthcare to European citizens. However, there are major health threats with international impact, such as pandemics and bioterrorism where member states cannot act alone effectively. To carry out this role, cooperative action at community level is indispensable and cross-sectoral work is required.

This report seeks to reinforce the political importance of health across all EU member states and to create a European strategy based on shared health values as well as encourage cooperation among member states on health services.
